Township Council

The Home Rule Charter of Horsham Township went into effect in January of 1976. The Charter prescribed that there shall be five Councilmen, elected at large, for a four-year term. The Legislative power of the Township is vested with Council. The Council adopts legislation and grants final approval of many of the functions of Township Government at their regular monthly meetings. These meetings provide an opportunity for communication, which is essential to a successful local government. The meetings are generally held in the Township Building.

Planning Commission

The meetings are held in the Township Building on the first and third Tuesday of every month at 8:00 P.M. The Planning Commission comprises seven residents, who are appointed by Council and act as an advisory group to Council, as well as the Zoning Hearing Board. Some of the duties include advising the Township regarding long-range planning, proposed zoning ordinances and subdivisions, and commercial industrial developments are first reviewed by the Planning Commission.

Zoning Hearing Board

The meetings are held in the Township Building on the second Tuesday of every Month at 7:30PM. The Zoning Hearing Board was originally created in 1939 and was formerly known as the Board of Adjustment. It comprises three residents and is a quasi-judicial body. The Board has the power to grant variances to the zoning code. In addition, it hears applications for special exceptions as provided in the zoning code.

Park and Recreation Board

The meetings are held at the Township Building on the third Thursday of every month at 7:30 P.M. The Park and Recreation Board was established in 1961 and is a seven-member advisory board. All the members must be residents of the Township and are responsible for making recommendations to council concerning the operation, conduct and maintenance of the Township parks and recreation opportunities.

Water and Sewer Authority

The meetings are held at the Authority Building, 617 Horsham Road, on the second and fourth Monday of every month at 7:30 P.M. (215) 672-8011. The Horsham Township Sewer Authority was created in 1963 and comprises seven residents of the Township who are appointed by Council.

They are organized under the Municipalities Act of 1945, for the purpose of constructing or otherwise providing the facilities necessary to furnish sewage disposal in Horsham. The authority presently owns one sewage treatment plant. It has entered into various agreements with the Upper Moreland/Hatboro Joint Sewer Authority concerning the sewage treatment in the eastern portion of Horsham.

In 1997, the articles of incorporation were amended so as to designate this authority to also provide water to the township. Their commitment enabled the consolidation of the former water authority.

Industrial and Commercial Development Authority

Meets as needed, this authority was established in 1977 and consists of residents appointed by Council. They are governed by the provisions of the industrial and commercial development authority laws.

This authority exists and operates for the purpose of alleviating unemployment, maintaining employment at a high level and creating and developing business opportunities by construction, improvement, rehabilitation, revitalizing and financing of industrial, commercial, manufacturing, and research and development enterprises

Police Pension Advisory Committee

Meets as needed, the Police Pension Advisory Committee was established in 1971. It comprises four residents, as well as the Township Manager, Chief of Police and a representative of the police officers. Its purpose is to review and advise the members of Council on proposals concerning investments and funding of all police pension monies.

Any changes in the Police pension plan are reviewed by the committee prior to being enacted by Council. Such changes are reviewed to ensure safety and security of the funds.

Environmental Advisory Board

The meetings are held at the Township Building on the third Monday of every month at 7:00 P.M. The Environmental Advisory Board was established in 1998 and is a seven member advisory board. The board is responsible for making recommendations to council and the planning commission on matters dealing with protection, conservation, management, promotion and use of natural resources including land, air and water resources located within the territorial limits of Horsham Township.

Historical Advisory Commission

The meetings are held in the Township building on the first Monday of every month at 7:30 P.M. The Historical Commission comprises five residents who are appointed by Council. Its purpose is to advise Council in identifying and preserving historical sites, buildings, papers, documents and relics of historical significance to Horsham Township.

Agricultural Security Area Advisory Committee

The committee was established in July of 1999 consisting of qualified individuals to review and comment on the proposals to insure that viable farms in the newly created Agricultural Security Area will be protected and amended to the agriculture district. The committee meets as needed.

Library Board of Directors

This Board was established in October of 2002 to work with the Township Council to administer the affairs of the free, public, non-sectarian library under the provisions of the Library Code, the Act of June 14, 1961, P.L. 324, (24 P.S. 4401) as amended.

Horsham Township Authority for NAS-JRB Willow Grove

The Authority was established in October of 2005 for the purpose of developing a reuse plan for the Naval Air Station at Willow Grove and for directing the implementation of that Plan. The Authority meets the first Wednesday of every month at 7pm in the Township Building.
